My understanding is that this is about using measures of legal waivers.

This appears to be written by an agent in Japan with links to legal representatives/immigration agents in the US. As such, I shouldn't think it was a Japanese translation of original English being put back into English, but you never know.....

Yes Shannon, but Sandra’s question says this is about visa application and at least from this short 日本語 context, it seemed logical that this is about ビザ申請. “Waiver” is fine, and just as Sandra says if this is about US procedures then even though many countries seem to be more familiar with the word (visa) “exemption,” it should be at that. Discussion にサンドラさんが書かれていますけど、アメリカの法的処置に関する情報を万が一、日本語から英訳しているのだとしたら確かに謎ですよね。
