Explanation:
The amendment of Consumer Products Safety Law approved on March 21, 2008 incorporated this specific term. The term "(Designated) Specific Products" seem to have been used since the original establishment of the CPS law. Press release article from METI shows the translation as "Designated Products for Maintenance".
