I would render the whole phrase as:
Is the structural diagram of the machine (OR simply machine diagram) the latest final version?

I guess the author meant to write 図面 (diagram, drawing).
As you already have 構造図, you don't need to repeat it.

"Latest" and "final" are a little redundant, but I think it is OK to reflect the source to this extent. It could be "definitive" rather than "final" but I would leave it as final.

｢図書（としょ）｣would normally be "books", as in those in a library.

I think ｢決定図（けっていず）書（しょ）」is more likely. But I could be wrong!

If it is ｢図書（としょ）」, then the speaker is asking if the ｢機器構造図」(machine structure diagram) has been entered into the 'library'.
