The entire title is "横倒し厳止"
Perhaps "厳止" is .(something) prevention....?

My guess is that 厳止 is an equivalent for 厳禁, strictly forbidden. The grease drums should never be rolled over or placed sideways, except placing them something like "this face up", i.e. they must be standing. |
