Explanation:
What specific medical field is this question relating to?
The dictionary I use lists 無力 as either 'adynamia' or 'asthenia', so it may depend on context....

I found a couple listings of "adynamia" "difficulty initiating speech" or "the inability to generate or initiate action or thoughts with out propmpting" in regards to cognition problems involving aphasia, so i think this is it.

However I also found listings for "Asthenic Disorders" in reference to personality disorders. (also grouped with Labile (asthenic) Disorder) and various derivatives, Juvenile Asthenic Deficiency etc.

Sorry, i meant prompting, not "propmpting"
Also, i think in this case 認知 might be cognition instead of perception...
