neutral  Kurt Hammond: A search of other governments does not reveal the term 'obligating officer'. This may be a Japanese preferred translation but not the true English terminology

I'm not sure what industry you're dealing with, but this is probably the official in charge of payments for work that has been done, but not yet paid for (incurred). This type of thing comes up in the construction and insurance industries.
