'The other' is an overused philosophical term denoting anything we find foreign, alien, challenging, discomforting. I think he is saying that ethical development comes from these sorts of encounter and how we deal with them, but I'm not entirely sure how this ties up with the first sentence.

他者との出会いの場 should be '...site of encounter with the other' but I guess ようやく開かれたmodifies 場.
But the timescale of this isn't clear to me. Do you think the context here is the ethical development of the individual, or the history of religion/morality?
