I googled this word, but I was not successful in finding an article in Japanese that uses it verbatim .資料水準 doesn't seem to look like a common 四字熟語、like 一心不乱or一石二鳥. =/
Anyway, 水準 means "accepted benchmark or standard". In the example sentence below, the sentence translates: "The level of education does not meet the accepted standards"and 資料 means "references/resources".

I am not sure how it was used in context, but I am thinking the word was used in finding "resources that can be used as a reference that is considered as the accepted standard."
