The phrase describes a truss bridge over the Kamiyodokawa on the outbound Tokaido Line, but I don't know what 内外線 means.

agree  Maynard Hogg: There is only one truss bridge (only two rails) in the photo at http://www.keddy.gr.jp/~ssk/railway/Special/FavoriteBridge/C...

agree  Kurt Hammond: inner/outer makes sense even not on a curve if we're talking about a set of coming and going tracks and from the reference point of which track(s) is(are) closer to the edge of the bridge.

agree  julesomura: 内外線 refers to 内側線 the inner track and 外側線 the outer track. The inner track is used for local/slow trains and the outer for fast trains and freight trains. http://www.rail.ac/lounge-log/jr-037.html

domestic and foreign rail/interior and exterior rail

Explanation:
The term suggests domestic and foreign transport. You can also translate it as "interior and exterior rail".(The word line is also correct for 線).I think the use of the word domestic for 内 and the use of the word foreign for 外 will also be correct keeping the context in mind.
