Japanese term or phrase: 内外線

The phrase describes a truss bridge over the Kamiyodokawa on the outbound Tokaido Line, but I don't know what 内外線 means.

1899年製のトラス桁を22連連ねる東海道本線上淀川橋染下り内外線
