While your suggestion 'core' to define the word '핵심' sounds perfectly alright, I thought of a different way.

In Korea, we're trying to redue the use of Chinese character. The word '핵심' however needs Chinese character. Please consult with your nearest government office annd discuss

Explanation:
Usually, "핵심인재" in Korean is equivalent to "key talent" in English.

But in the whole sentence you posted. "best people" is frequently used in English context(recruitment situation)and sounds more natural to me.
