“타발” means “punch” or “punching.” It comes from a Chinese word “打抜”
A punch press is a type of machine press used to form or cut the shape of metal.
I am not sure what “shift 타발” means, but it must be a mode of punch, and most likely is something used only among Korean workers. And when they say “shift” it could mean “slightly move”

It could mean "punching location was shifted," too. This problem often happens during press work. You'd better ask the client about it.

Here, I update this answer. I now know what the word “shift” means. It means “shift” as in “night shift” or “day shift.” There are positions like 1st shift punch press operator, 2nd shift punch press operator and weekend shift punch press supervisor. So, "Shift 타발" can mean "punch press work shift" or "work shift of punch press."
