Latin term or phrase: instituta disquisitione
In a very simple certificate, this term appears just before the name and the "theologiae candidatum admisit ad summos honores petendos." I can't seem to find any official English diploma-ese wording.

After due enquiry
Explanation:
'After due enquiry' (lit., 'since he had conducted an investigation'), X permitted the candidate to pursue the highest honours in theology'.
