Thanks for comments. I made an assumption (wrong) that it was Latin. The wording is used by a local law enforcement agency and printed on drink holders and head caps. It is only on these two informal items and is printed above a diamond shaped frame which contains the word 99%.This relates to the agency's focus on outlaw motor cycle gangs (1%).Hope this provides a clearer overview.It may be that "Trocai Ar Lor" is "concocted" to suit their mission, however would love to understand what it may mean.
