Latin term or phrase: quam

I really don't understand this bit of Bede; I think the main problem has to do with the exact sense of the word “quam”.

transuectus in insulam est, quam neque ante Iulium Caesarem neque post eum quisquam adire ausus fuerat

the island, which either before Julius Caesar or after him, nobody had dared to approach
