The second title is just the same, though it is a bit extended. It's like when you refer to a book, like: the Constution, though its original and full title is The Book of Constitutions of the Freemasons, containing the History, Charges, Regulations, etc., of the Most Ancient and Right Worshipful Fraternity, for the use of the Lodges.
So the title is: Short Treatise on Dreams and Prophecies Based on Dreams, dedicated to the most reverend bishop of [Majorensis], Ascanius Marchesinus, most honorable master and patron.

I don't know what Majorensis can be.

The 2nd entry comes form the German catalogue SWB. I checked with the French ABES and they have a different title

De somniis deque divinatione per somnia brevis consideratio, ad reverendissimum Ascanium Marchesinum episcopum Majorensem dominum & patronum colendiss

Obviouslyt, not even libraries are reliable. Could you try to translate the ABES title instead?

I think the first is: A Short Treatise about Dreams and Prophecies based on Dreams. The second title must be a mistake. Have you seen it with your own eyes or just in a catalogue? (especially in an online one?)
