It is a parish only for sacred matters and not for civil matters. The link I give explains it very well

Read from "The Civil Parish", the second paragraph explains the difference between "quoad omnia (civilia et sacra) y "quoad sacra"

Quoad Literally is "as regards, concerning", in this context. I think it can be more freely translated as "For sacred matters", taking into account that a "quoad sacra parish" is a modern creation
