Explanation:
'Cuos homme' appears to be some form of Old French. I've no idea what 'stra(w)' could mean, but 'homme' would mean 'man' and 'cuos' seems to be some form of interrogative pronoun derived from Latin 'quis', meaning 'what, who?' 'Cuos homme' would then. according to this interpretation, mean 'What man?'

It is definitely not Latin of any period.
