по форме же "Intoxici" больше напоминает причастие "опьяненные (алкоголем/наркотиками)"
как вариант "глас/зов одурманенных / недалеких"
или "глас/зов одурманенной / недалекой публики" |

I think that the author wanted to say the "голос народа" but that´s a presumption only, because I have never heard vox intoxici being a Latin expression.

Выражение образовано явно по аналогии с Vox populi. Прилагательного Intoxicus,-a,-um в классической латыни не было, это новолатинское слово (см. http://www.lrz-muenchen.de/~ramminger/words/start_i.htm). Здесь (если предположить, что перед нами корректная латинская фраза) Intoxici может быть только прилагательным мужского или среднего рода в родительном падеже. Судя по контексту после Intoxici должно подразумеваться что-нибудь наподобие vulgus (толпа, масса, народ).
