Explanation: Not knowing the context (where did you get the phone numbers with these words) its hard to guess as they are not Latvian words. On the internet I found surname "Tretjuha". Its Russian. In Latvian there is a word "buda" = "Budda".
I am not sure at all, but it seem to me that they are niknames.

In Latvia Russian is still widely used, so it may be that the source is from Latvia.

OK, then it absolutely different :)
In this case Tretjuha and Būda are surames of the persons which have prepared the document. In some institutions it is normal practice, as not always the document is prepared by the boss. He/she just signs the document, but more detailed information can be obtained from the persons indicated at the bottom of the document.
