Latvian sentence doesn't sounds right, indeed.

.. apstiprinu, ka izteicu [vina] (them?) brivi un pec sirdsapzinas pilnigu patiesibu... There' s problem with word 'vina' that's not grammatically correct and it's hard to guess, what it relates to.

Though I believe, that it's confirmation regarding the made verbal declaration(s) that there's no any impediments of kindred or alliance, or other lawfull hindrance to marriage.

"apstiprinu, ka izteicu viņā brīvi un pēc sirdsapziņas pilnīgu patiesību."

"Viņā" means 'in it', because before WWII it was quite popular in Latvian to use personal pronouns for objects, i.e., "viņš" instead of "tas", etc.

Thus we get: "I certify that it (the act) is my free expression, to the best of my knowledge, of complete truth".
