Law/Patents - Law (general) / Who is eligible to hold a "Personas Kods"?
Latvian term or phrase: Personas Kods
As far as I know, "personas kods" is a personal identification number.
However, I need to know who is eligible to hold a "Personas Kods". So, I am not looking for a translation of the term as such, but try to understabnd its meaning.

Are nationals and residents obliged to have a personas kods, or is it up to them to opt for or against one?
Are personas kods only for Latvian Nationals, or can EU citizens residing in Latvia get one? If so, do you have to be a long term resident (residing for a longer persiod than five years), or is any short term residence sufficient?
This is important for me as I try to understand some articles related to EU law. I neither speak nor understand Latvian, and appreciate any help.
