Latvian term or phrase: tiesibas apstridet
mineto lemumu ir tiesibas apstridet LRV ministrijaa. I can't show an 'a' with a macron. The decision was made by a committee of the ZVA. Does it mean that anyone can legally contest (or appeal) this decision to the Ministry, or does it mean that the Ministry itself can legally contest the ZVA's decision (within a month of it coming into force). I can send the full paragraph to any helper if wider context is required. Thanks, David

I know I've given the same answer as Burrell, but for the sake of clarity I wanted to emphasise that the decision in question can be contested at the Ministry (i.e. by someone from outside), as opposed to being contested at a court or other body. If the Ministry were to contest the decision, then the Latvian text would most likely say 'Ministrijai ir tiesiibas apstriideet.....'
