Explanation:
It used to be Str. in the US but painting letters costs money and by simply dropping one letter, they saved lots of money. St. should definitely have a capital letter. According to Hart's New Rules, contractions like St for saint (p. 105) do not take a full stop, abbreviations like St. for street do (p. 169). However street signs may omit the full stop for economic reasons. In writing, St. for street should have a full stop to avoid confusion with St for saint.

On the other hand, when an address is to used for posting correspondence, I believe that the original language should be left. Thus Gedimino pr. 16-3 when someone will use it to send a letter, Gedimino Ave. 16-3 for a tourist brochure talking about Vilnius. The letter carriers and sorters have the right to have addresses written in the state language to avoid lost letters.

Explanation:
I have been in Lithuania a long time - long forgot that I wrote adddresses differently for 35 years. Had to check it in New Hart's Rules. The same discussion point can be extended to postal codes, which also can appear before and after the city, depending on the country.

My understanding is that the local order, in this case as determined by the post office, should be followed. As a consequence I have never seen the house number written before the street name for a Lithuanian address, the postal code should preceed the city and be prefixed by LT- as translated text correspondence will probably be coming from abroad (unprefixed is standard for domestic mail), and the street comes before the city/town, unlike in the Soviet era.
