I also incline to translate tvarka with the singular. I take 'procedure' here to be general, not specific in meaning. For example, the voting procedure would include instructions for casting a ballot at the local polling station but also how to cast an absentee ballot. I would tend to think of 'voting procedures' to be , for example, a comparison of various procedures rather than a comprehensive instruction for all voters in a district. |
