Explanation: According to the number of google hits, I believe panel is preferred. Mr Zvonkus is correct on public hearing. Accrding to infolex, the last term is translated on appeal. But with 'apeliacine tvarka apskundė' it was lost and translated just 'appealed'. So the translation will depend on the situation, which is why Mr Zvonkus used the second translation. However since the judge is the subject, he cannot appeal the case and it is heard on appeal.
