Actually just googling law dictionary will call up quite a few. I also use EUR-Lex which has a bilingual search capacity (i.e. the term is shown in the same doc in two EU languages of your choice). And, of course, googling the correct lithuanian law name will get you the Seimas website, which often has an English translation of the law.

Since I was told not to argue in the answer section, will put it here. As far as I can see in Black's, a deed is to transfer, usually, real estate between a buyer and a seller, while a certificate indicates the occurrence of some action, like the execution of a court order. Since I presume the latter is meant here, certificate would be a better choice.

A couple of questions. i. who patvirtina? 2. What property are we talking about - moveable or real property? The wording will depend on the answers
