Could be construed as an adjective formed from "mėlis", the color blue. However, note that the adjective meaning blue in modern Lithuanian is spelled "mėlynas". This assumes the name is derived from a Lithuanian root, which it may not be. Very often names are just names and their origin cannot be traced with any degree of certainty. Also, the spelling could have been changed.

seems like it is related with blue, but it sounds more Latvian to me. why don't you post the same question and indicate it as Latvian.
