Explanation:
I had to translate "подзаконные акты" in a (Russian) translation exam a few weeks ago, so I couldn't resist answering this question when I saw it, even though it's Macedonian rather than Russian :)

Here is what my UN Russian legal glossary has to say about the term, with a few more suggestions below:

подзаконный
~ акт regulation, by-law; (contextually dependent suggestions: delegated (subordinate) legislation, statutory instrument, statutory regulation, regulatory enactment, executive order, subsidiary (ancillary, auxiliary, implementing, enabling) enactment - see notes below); законы и ~ые акты laws and regulations, laws/statutes and other enactments (having the force of law), statutes and statutory instruments; ~ые нормативные акты regulations (having the force of law)

1. Any legally binding pronouncement of a public authority having inferior legal status to that of a law (statute) passed by Parliament, intended to supplement or flesh out legislative provisions. The category includes Presidential decrees [указы], Cabinet/government decisions and orders [постановления и распоряжения], regulations issued by the Central Bank, ministries, government committees and other executive departments, prescriptive decisions [постановления]of both chambers of the Federal Assembly (Parliament), and rulings or judgements [решения] of the Constitutional Court (A, glossary).
2. This arrangement parallels delegated or subordinate legislation in the United Kingdom, which is used to relieve pressure on parliamentary time and gives ministers and other authorities the power to regulate administrative details after a law has been passed. (Such regulations are termed statutory instruments). Likewise, in the United States, executive orders are instructions or regulations issued by the President or an administrative authority, as distinct from Acts of Congress."
