Thank you everyone for your suggestions, I wish Proz would allow me to reward points to multiple aswerer, because I also like Yam2u answer! But since in Malaysia, people are more familiar with Ring road, I'll go with Jo's answer. Yes, it is about road, a list of roads to be upgraded.

agree  xxxArchipelago: But is it a road (jalan lingkaran) or the surrounding area. Further context is necessary.

  -> i think it refers to the actual area being marked/cleared for the roadway. or beltway, as it's called in the US or "ring road" (per jo bennet) if asker prefers the british term instead.
