Notes to answerer
Asker: Thanks Eldira, very helpful. And it is actually an Indonesian death certificate - I picked the wrong language from my list!

Asker: We have parishes, which can have as few as 20 households in a very rural area, or several thousand in a city. Then there is a ward; the one I live in has about 2,700 households. My ward is part of Hereford city parish, which has about 21,000 households - as you can see, it's a bit confusing!
