Explanation:
In the case of a Department (or Ministry) sub-division, I consider it best to translate "alba" with 'service' or even 'office'. In the US, the sub-division of the DH (or HSS as it is also called) are called 'office', 'service', 'administration', 'center' and 'agency'. In the UK they are called 'committee' and 'board'.

As for "Ervvl Mendiin Yaam", it varies from country to country. UK and US use 'Department of Health' (or similar), whereas many other nations, incl. Canada and New Zeeland, use 'Ministry of Health'. It's a matter of preference and context. Cf the links below.

Yes, that's true, and in the case of *proper* government departments/ministries I would also translate department, or ministry (also a common translation of alba). But, in a sub-division of a govt. dept., I wouldn't use department again. It's not strictly incorrect, of course, but can be confusing. If you really want to use Construction Orders Department, maybe you should translate EMYa as MoH, Ministry of Health, just to avoid two departments.

Of course not. The Department of Health in the US would be the equivalent of the Ervvl Mendiin Yaam in Mongolia. In New Zealand, the same government office is called The Ministry of Health. In this context, Department and Ministry are equivalent. EMYa can be translated MoH or DH, depending on into what kind of English you are translating. Just different nations using different words. The words 'ministry' and 'department' have several other meanings, in addition to the "Yaam" meaning. My point was just that if you use the same word 'department' twice in the the same sentence, but with different meanings, it might be confusing. You decided to translate EMYa with MoH, so this is not a problem. But had your client been from, say, US or UK, EMYa would have been better translated into DH. In the following link you can see what various nations call their equivalent to 'Ervvl Mendiin Yaam': i.e. Philippines use Department of Health but Singapore uses Ministry of health of the same government agency. OK, maybe we should put this to rest?

Asker: Sorry, I didn't mention that I would translate эрүүл мэндийн яам as the Ministry of Health. I would never translate Mongolia's ministries as departments.

Asker: Well, my question: "Will you translate U.S. departments, for example the Department of Health, as "АНУ-ын Эрүүл мэндийн алба/газар"?

Asker: "Philippines use Department of Health but Singapore uses Ministry of health of the same government agency" - Mongolia uses Ministry of Health in all cases, not Department of Health no matter for whom the translation is intended for. As for my translation, I did not use 'department' for both 'yaam' and 'alba.' My translation was: "Construction Orders Department, Ministry of Health of Mongolia."
