Н.Н. хууль бусаас их хэмжээний тамхины наймаа хийж байсан.
I'm thinking the guy did business with larger quantities of tobacco/cigarettes than the law permits, but I'm confused by the expression хууль бусаас их хэмжээний. Anyone?
