I'm thinking the guy did business with larger quantities of tobacco/cigarettes than the law permits, but I'm confused by the expression хууль бусаас их хэмжээний. Anyone? |

I think this was a spelling mistake. It is highly likely from a linguistic point of view that the word could have been: 'хууль бусаар'. Therefore it should be translated as 'HH was illegally smuggling cigarettes in large quantities...' |
