I'm getting into details now of the Mongolian judicial system. It's very interesting. I'm trying to understand the differences between the term above and the following two terms. Apart from the different meanings, I'd like to know who has the authority to perform these actions, police, prosecutor or court?

шүүн таслах ажиллагаа явуулах
Could anyone point me to a web site (English or Mongolian), where the legal procedure is outlined, e.g. what happens first after a crime, then what, who leads a criminal investigation (police or prosecutor), at what point does the prosecutor get involved, etc. If possible I'd prefer an outline version to having to read the entire CPC...
The reason I ask for this is that I translate into several languages, and sometimes just the English term does not suffice, I need more background information. Any help is greatly appreciated!

Explanation:
This is the first thing to do when a complaint is received from the victim, anybody reports a crime or a crime is detected during the police operations.

Then after collecting sufficient evidence against the subject to press charges, the police issues a resolution/decree to consider the subject to be the accused. This is called "яллагдагчаар татах".

Then the case will be submitted to the prosecutor, who will review the case and decide whether it shall be submitted to the court or returned to the police for more investigations or dismissed altogether. If the case is submitted to the court, then "шүүн таслах ажиллагаа" will be conducted at the court.
