Much the same as Per's answer, but in a civilian sense. The 25% påslag indicates that it is to be re-invoiced and I have seen similar on bills from workshops, to cover oily rags, teabags, and pornographic calendars, etc. that form part of the bill but are not specified.

Explanation:
This sounds like a military expression. Skaffevarer, skaffetøy etc was in my time of duty used about general supplies, household goods, not supplied through special appropriations or running budgets.
