Norwegian term or phrase:etter regning
I know a similar question has been asked before but I don't see that my construction gives the same meaning/translation. Sentence reads:
"Tjenestene som er angitt ovenfor, leveres etter regning."
Can "regning" here mean"price estimate"? This would give a translation: "..according to price estimate" andwould make most sense, particularly as the heading for this paragraph is: Timesatser, prisoverslag og utgifter".

Etter regning would normally be as per documented expense, as in a tile-layer billing for his time, travel, plus what he himself paid for the tiles and other material - etter regning. So, etter regning should normally be understood as invoiced through without markup. There are all kinds of tricks to ensure this doesn't happen.
Billing translations 'etter regning', for example, would mean that what I bill the principal equals what you bill me, and I have the records to prove it.

I'm with you. So you agree that in the sentence I quote below the term "tjenester utført etter regning" is correctly translated as "services provided on a time and material basis"? (I get loads of relevant hits for this, too).
Etter regning should be by time and material used, as Björnar rightly puts it, but they go on to say that this IS the price estimate. This can only mean that the prices given are firm as such, with volumes and hours as variables. The key issue here is that your principal is careful to say that with all prices and amounts given in the estimate, it remains just that, and the final bill will be for actual hours, weights and volumes used - at the unit prices given in the estimate.
Your explanation ties in with my hesitancy here because I also have the following sentence: "Den angitte pris for tjenester utført etter regning er å anse kun som prisoverslag, som angitt i det aktuelle avtalevedlegg." Now to me there is now other possible interpretation than "according to estimate". (BTW, the text has to do with consultancy services, not building and construction).
Can also be understood as quite the opposite of 'according to estimate'. If you hire a handyman to do a job, he might give an estimate and bill you for this, whether his estimate is on the ball or off, or bill you according to time and materials actually used. The latter could be called etter regning, buth there are better ways of saying it. In the first case, he takes the risk that his estimate may be wrong, but he also stands to gain if work proceeds faster with less material cost than expected. Etter regning means you pay what he bills you, whatever the grounds for the billing.
Could you just put my mind at rest once and for all... "etter regning" always means "according to invoice" or "as per invoice" - there are no other interpretations, right?
In construction you can agree to a flat rate in advance or not. If not, it's called "etter regning" (according to invoice?).

Yes, even consultants seem to use the expression even if there's often not much material involved. Maybe translators should start to invoice for worn-out keyboards and coffee makers?

Asker: Ah, at last! Sorry if I seem a bit slower on the uptake than usual today, guys, and thanks for your patience. Although I was familiar with the term "time and material" in connection with construction contracts, it had not occurred to me that it had also been adopted by the consultancy world.
Explanation: I happened to see the question and the discussion this (18 April) morning. 'etter regning' can be translated into either 'according to invoice' or 'as per invoice'.
