Since your context seems to be an explanation of a term that has no exact equivalent in English, Sven's suggestion of putting the Norwegian term in quotes may well be the best solution. However, if the term is repeated in the text, you probably need an English equivalent anyway.

A number of texts that can be found on the Web indicate that \"takmark\" was open countryside, not land under roofs. It seems likely that it was referred to as \"takmark\" because it was within the \"takmerke\" (i.e. the borders) of the town.
A document at www.bergen.kommune.no/mby_/ekstern/STROK.pdf concerning Strøknavn i Bergen has the following reference to \"takmark\":
Den forholdsvis flate sletten ved Fløyfjellets fot tilhørte i århundrer byens takmark, dvs. utmark for beite og slått, og var tidlig melkeplass for byborgernes kyr.
Another document from the same project states:
