[terrain] embankment
Explanation:
To save on transport and costs of delivering the overburden to the depot, we decided to use the contaminated earth at the location as terrain embankments along the side of the road. The embankments function as both a sound barrier and as a screen limiting vision of the motorway.

You could leave "terrain" out.

Notes to answerer
Asker: Yes, I came across this term in my searches, Charles. But I finally found a European Environment Agency report where this particular project is mentioned, and they used "embankment", so I'm going for that. But thanks anyway!
