What does the "ø" stand for?

Explanation:
there may be some distinction between the character set for pipe diameter and the Scandinavian "Ø", but the meaning is the same...

agree  Leif Henriksen: The symbol is international, and should not need translation. As can be seen in Wikipedia, the correct symbol is really Unicode 8960.
