For future reference. The term "forvaltningsprosjekt" covers all kinds of areas, but in my context it has to do with excavation projects in connection with planned development projects for new motorways etc., to ensure that cultural monuments/artefacts are retrieved before the development work goes ahead. From what I understand, these are not necessarily funded exclusively by the state or local authorities, so I wanted to avoid implying this in my solution. Thanks for all input. Det finnes imidlertid også enkelte forskningsprosjekter som finansieres av museumsmyndighetene.". So it doesn't necessarily have to be government-sponsored. I'm considering "stewardship project" but this term doesn't appear to be used much in Norwegian translations.
