In this context a "politisk møte" is the highest body in the redevelopment project for Groruddal (Groruddalssatsingen), but it is used for similar projects, too. Example: "Ved behandling av Årsmelding 2007 ga Politisk møte 2008 sin tilslutning til fire forslag om vektlegginger i det videre arbeidet med Groruddalssatsingen." From what I can find out it is similar to an annual general meeting, only here the participants are state and municipal authorities and other interested parties. "policy meeting" is what I've come up with so far - "political" is out here, as that would imply a party-political meeting, which this is not.

Unable to see why political is out here, and why it would be wrong to imply that party politics are involved. Politikkmøte would be a good term for policy meeting, but the term Politisk møte" suggests to me that it is indeed a meeting of political animals. As far as meetings being the highest authority, the same goes for Kirkemøtet, Årsmøtet, Landsmøtet and many others.
Upper case P indicates that it is, in this particular case, the name of the meeting. So it could be written like this: Policy meeting 2008 (Politisk møte 2008).
