Norwegian to English translations [PRO]

Norwegian term or phrase: prioriteringsnøytral
Bureaucratese. Context is government allocations to universities and university colleges.

"Undervisningskomponenten skal vere prioriteringsnøytral. Det skal ikkje løne seg for institusjonane å produsere meir av éin type studiepoeng enn andre. Endringane i avlagde studiepoeng mellom kategoriane har ikkje vore store."

Explanation:
I think the Norwegian term is fairly new in Norwegian. It is related to costs and in English I found the term "cost neutral".
So why not introduce a new term to the English language. If you understand it, like I have learned to understand the Norwegian term, I think you could use it.
