Norwegian term or phrase: frontfagmodellen
Frontfagmodellen ble lansert i 1966, da et utvalg under ledelse av SSBs daværende direktør Odd Aukrust formulerte doktrinen om at norsk økonomi er avhengig av at lønnsveksten holdes innenfor rammene av hva industrien tåler.

Hvilke overenskomster som utgjør frontfagene, varierer i noen grad fra oppgjør til oppgjør. I år er det fem: Verkstedoverenskomsten (32.747 medlemmer), Nexansoverenskomsten (556), Teknologi- og dataoverenskomsten (355), Teko-overenskomsten (1.322) og Kartonasjeoverenskomsten (767).

I had to deal with this a while back. I got my explanation from the link below but prefer lead sector to leading sector.

Aha! Well done, you're absolutely right. I didn't have the Aukrust connection before, but still should've known better than to trust a translation!!

Notes to answerer
Asker: Yes, I found that one, Chris, but didn't like it. Have since decided to call it the "exposed sectors model", since it gives a precise and concise explanation of what this is about (unlike the Norwegian term)
