I dimly recall this is used to differentiate municipalities with limited service obligations, or perhaps limited autonomy in budgeting/spending (or both?) In any event, the context here is a municipality that needs approval from the county governor to take a certain action, in this particular case having to do with financial arrangements. It would be ideal if you could cite an authority, e.g., some provision of kommuneloven that I've overlooked, or perhaps something issued by Kommunal- og regionaldepartementet?

Again, no. there was a trial of differentialization of services/duties. In the conclusionof this trial (that was imited to one service area for each of the 6-7 municipalites involved). In the conclusion - after the trial, the researchers suggest that a new syste mey result in this, where 3 different kinds of municipalities should be defined.
I assure you that if they had invited to participate in the trial with those categories (A, B, C), there is no way Valdres or Båtsfjord would have accepted.

No, there was not a "trial" of the concept. There was an attempt to evaluate the concequences of reducing the number og municipalities (local administrations), and in this evaluation, the existing municipalities were divided into categories FOR THE PURPUSE OF THE EVALUATION.
Now that I know that b-kommuner were to retain their existing position in the structure of power, that explains why they'd need to go to the country governor for authority to do something that was not generally authorized for them. Now I have to figure out some sort of succinct English version to describe this ........

My source was written in January 2008, so it would have been in the midst of that period.
I'd need to see that reference, because as a recovering sociologist with 4-5 years as a consultant in regional development, and after reding 6 pages of google hits, I see no sign of the usage you claim for this term.
The context is authority to engage in certain notorious financial transactions. I really think I've seen some formal categorization using this term. I'm familiar with the usage you describe, but I think there's something else as well. Could it have to do with eligibility for subsidies or other treatment based on depopulation perhaps?
There is no formal category of local administrations named A- and B- kommuner.
Normally these are terms used to paint a dismal future scenario ("Resultat kan bli at vi ender opp med A- og B-kommuner"), or a technical distinctions of local goverments' relation to a certain issue.
For an adequate translation, I'd need more context.
