Finanstilsynet that their translation of this act is as per their website, i.e. "Authorisation of External Accountants Act" (though I would perhaps use "Act concerning the Authorisation of External Accountants".

I'm well aware of this minefield covering what are called registered public accountants and state authorised public accountants in Norway, hence my extra caution. The client is actually a firm and auditors/accountants, and I'm sure they're aware of this. Haven't had a reply from Finanstilsynet so will have to go for the "external accountants" solution but will post any response I receive from them.

I shared your original impulse toward "Public Accountants Act". However, "Public Accountant" is used in the U.S. to designate a species of (mostly licensed) accountants distinct from CPAs. Like many CPAs, they typically work independently but may be employed by non-accounting firms. The situation is similar to the registrert revisor/statsautorisert revisor distinction Given this and what Finanstilsynet has done, I would use "Norwegian Authorisation of External Accountants Act", despite the generality of the original Norwegian title. (You might consider adding a translator's note regarding the distinctions among the Norwegian licensing statutes, if the reader is unfamiliar with those.)

Requirements to become an Authorised External Accountant are set forth in the Authorisation of External Accountants Act section 4. cf. the Regulation on External Accountants." I'm sure this is it, but the act doesn't seem to be translated anywhere. I would quite happily have called it "Public Accountants Act" or similar I felt at liberty to so so, but when Kredittsynet, the responsible body for generating these regulations, has decided to call it something else, I feel bound to adhere to their chosen title. I've contacted them to confirm this. Watch this space.

Isn't that the point?
The idea is how accountants shall be authorised/certified/chartered.
Does it not amount to the same thing?
"The Norwegain Accounting Act" (Regnskapsloven) deals all the general rules for how accountants perform their work.
This Act determines the rules for how an accountant shall be certified. eller hur?
