The contractpr responds to a RFP, request for proposal, in the form of a proposal. The question must be that of where the principal finds the documentation "in the proposal".
Tilbudsbesvarelse is not a Norwegian word. The most closely related would be anbudsbesvarelse, which is still far from kosher. Please refer to
www.mittanbud.no, which has been struggling to get off the ground - possibly because of the confusion between anbud (tender, as in invitation to) and tilbud (offer, plain and simple).
For practical purposes in this case, I guess the term would be understood as the RFP/RFI response, or the 'svar på offertförfrågan'.
