A particular kind of power of attorney:

"En frasagnsfullmakt foreligger når medkontrahenten (tredjemann) har fått direkte melding fra fullmaktgiver om at fullmektigen har fullmakt til å handle på vegne av fullmaktsgiveren. Underretning av frasagnsfullmakt kan gis muntlig eller skriftlig direkte til medkontrahenten ”gjennem en særskilt erklæring til ham” etter avtaleloven § 13, eller fullmektigen kan utstyres med et skriftlig fullmaktsdokument fra fullmaktsgiver som han presenterer for medkontrahenten etter avtaleloven § 16 mv. En tredje mulighet som ikke er så praktisk, er å erklære fullmakten gjennom annonser i blader og aviser mv. etter avtaleloven § 14. "

This is what Åge Lind has in his Norsk-engelsk juridisk ordbok. I concur in that. In this instance, "fullmakt" is not a formal power of attorney (which has specific legal requirements and consequences.) Much of the time, "fullmakt" should be translated simply as "authorization/authorisation" or "authority". In this instance, "fullmakt" is not a formal power of attorney (which has specific legal requirements and consequences.)
