This is what Åge Lind has in his Norsk-engelsk juridisk ordbok. I concur in that. In this instance, "fullmakt" is not a formal power of attorney (which has specific legal requirements and consequences.) Much of the time, "fullmakt" should be translated simply as "authorization/authorisation" or "authority".
