Norwegian to English translations [PRO]

Norwegian term or phrase: forskrift
I often see a regulation named in the plural, as in
"Forskrift til tolloven [Tollovforskriften]" translated as "Regulations pursuant to the Customs Act", while
"Forskrift for registrering av foretak" is "Regulation concerning registrering business enterprises".
Can anyone tell me if I should use the singular or plural, and why?

If you are referring to the list of translated Norwegian Legislation at http://www.ub.uio.no/cgi-bin/ujur/ulov/sok.cgi?type=FORSKRIF...
if you click on the English documents, you will find that even if the link says "regulation", in almost every case, the title of the document states "regulations" (in the plural). The person who typed in the list was not paying adequate attention to the task at hand.
One of the exceptions concerns a short, specific regulation for the air rescue service.
