Although "påstå" normally means "allege", "claim", etc., I am not sure if those meanings fit in here. It also depends on the context of the sentence. Who is issuing this statement? The judge? The prosecutor? The newspaper? The defense attorney? A particular sentence can be sought or recommended.
Of course, I am basing all this on the US system, so it might be different in the UK.

Explanation:
A "bot" is a fine. It can be a fine for a traffic violation, parking ticket or a fine for a tax evasion etc. Just depends on the context.
And then of course dependent on the context the word "påstås" would be translated accordingly.
å påstå (noe) - that is to allege, to contend, assert, argue, declare, claim, pretend, state, maintain, hold, claim, insist, state... (to name a few).
