Norwegian term or phrase: skal godkjennes i linjen

Under the heading "varslingsplan".
[...]
"Varsling via vegtrafiksentralen skal forankres/godkjennes i linjen".
From what I see from previously asked questions I suppose *linje*
has to do with *line responsibility*. So I have at least a clue.
But, being a quite simple procedure why should it need approval?
By superiors?
I am not looking for a one-to-one translation.
More interested in the concept behind.
