Norwegian term or phrase: obligasjonsleilighet
Client's definition:
Obligasjonsleilighet is a dwelling where you pay a deposit to get the right to rent the dwelling, and you get a mortgage deed. You have more rights than if it was a normal rental dwelling. It's not very common anymore.

Explanation:
The term is judicially classified in NO as housing for either a loan, deposit or mortgage (Scots: hypothec or standard security).

Contract leasehold sounds like a tautology as there can't be many leaseholds that are non-contractual.

Bonded flat is too close to a bonded warehouse where goods are temporarily duty-free.

Lend-lease is not quite right, either. It is mainly associated with USA's 2nd World War aid program of transferring goods and services to its Allies. Though used in modern-day housing, e.g. in Oz, it is the developers who lend, not the tenant-buyers.

Nor is mortgage by demise - of a term of years, namely a short or long lease - right as the mortgagee/lender becomes the owner of the dwelling as a result.

I assume the mortgage deed is for the deposit padid or loan made to the lessor.
